Kasese Municipal Council is a new Local Government that became effective on 1st July 2010 having grown from a Town Board in 1959 and a Town Council in 1974 with the creation of Kasese District. It is located in western Uganda, 420 Kilometres from Kampala, and 70 Kilometres from the Border with the Democratic Republic of Congo. It is located astride the Equator within the flat lands of the western Rift valley and on the foothills of the Rwenzori Mountain snow covered ranges (World heritage site). It is the headquarters of Kasese district and a gateway Town to the Democratic Republic of Congo (DRC).

Geology and soils

The Geological features of Kasese Municipal Council suggest that it belongs to the Kilembe series, which is associated with the Buganda, Toro system consisting of mainly Argillites with basal quartzite and Amphibolites of the Cenozoic category. The geological set up of the area is the basis of the mining activity within Kasese District. The municipal council is located in the flood plains of River Nyamwamba. Over 80% of the soil IS alluvial deposits with boulders and pebbles. The soils in Base-camp, Nyakabingo and partly Kamaiba is excessively leached due to erosion, low rainfall and high evaporation. These soils have a potential of supporting agriculture and afforestation activities. There is however potential of improvement using compost, improved soil and water conservation technologies.

Climate

The municipality experiences bimodal rainfall pattern. The first rains are short and occur during March-May and the longer rains from August-November. Annual rainfall ranges from 800mm - 1600mm, and is greatly influenced by altitude. There exist wide temperature variations influenced by altitude from rather high temperatures at the plains to moderate temperatures in Bulembia Division.  About humidity, this is an important index of the temporal variability, records show that in the 1987 - 1995 relative humidity (RH) was 68.5%. Using observations over time, the rainfall patterns have greatly changed.

Water Resources

Kasese Town is served with piped water supplied by the National Water & Sewerage Co-op from Kilembe and the water coverage is projected at 75.7%. This source is primary used domestically on industrial scale. The areas of Kirembe and Kigoro however have access to water by gravity flow scheme. This source offers potential for small scale irrigated agriculture. River Nyamwamba with its numerous wetlands is also potential source of water especially for the residents of the Nyamwamba flood plains. This too can be used to support agriculture through irrigation. Scheme ward in Nyamwamba division also accessed by a tributary of river Mubuku which is the heart of irrigation scheme at Mubuku.

Riverbanks and Wetlands

Kasese Municipal Council is traversed by river Nyamwamba with numerous riverine wetlands where the major species is basically phragmites. The Town also has 2 major wetlands:

  • Kasese wetland – located below Kasese Diocese and Shauriyako market.
  • Red Cross wetland. This is a tributary riverine wetland of the Nyamwamba system and is a source of the subterranean river Kamulikwizi which has been heavily encroached upon. The wetlands have a potential of controlling over flooding of river Nyamwamba into the town, control storm water, drain the town of excess water and preserve a wide range of bio diversity.

The administrative structure

In accordance to the Local Government Act cap 243, second schedule, part 5(A) which outlines functions, powers and services of council, the political and administrative leadership of the municipal council is responsible for setting service delivery standards and upholding much needed services delivery to the population within its area of jurisdiction. Such services include but are not limited to garbage management, education, health and other community development services.Kasese Municipality has 3 Divisions with 19 parishes and 58 villages distributed as indicated in the table below.
